Microsoft Edge can have recording problems. Use Chrome or Firefox. See problems in Microsoft Edge.
Links opened inside apps (Gmail, LinkedIn, Indeed, Facebook) often cannot use the camera. See open your link in Safari or Chrome.
Phone or computer?
Both work. A computer with a webcam is often steadier. On a phone, prop it up so it does not move and hold it upright.
